The Raloi Empire: Information

The raloi are an avian species originating on the planet Turvess, who made first contact with the asari in 2184 after launching their first space telescope and discovering the asari cruiser Azedes in their system. They are a secluded species, and are currently not involved in galactic politics.

Biology

Raloi are avian in appearance as they sport rows of feathers on their mane, their arms and legs as well as their back. Due to an outbreak of an alien flu virus among the raloi during the ceremonies held to welcome them to the galactic community, the raloi have to wear environmental suits while in contact with other alien species. However, this information is considered to be outdated as the raloi have been able to successfully vaccinate their population from Galactic diseases. The Raloi are known to be dextro just as the Turians and Quarians are since they have a weak digestive system. Their blood matches the same of Quarians with theirs being purple. The males of the race are usually seen with broader shoulders and thicker muscles, their feathers are usually adorn with dull colors such as dark red, blue, grey, black and orange. The males also seem to be different from females with their eyes having a darker, orange color with pale pupils. The females of the species however seem to have brighter feathers such as white, yellow, greene, purple, and pink and have yellowish eyes with pure black pupils. They also have breasts  and wider hips than males with slightly longer talons. Raloi have been noted to be egg layers and do not give birth to young such as most mammals do.

Culture

The culture of the Raloi is heavily based around being a society of cautious warriors and honor-bound gladiators. They fight to earn recognition among their people and ascend the ranks until their generation can be secured as being a line of noblemen and women or strong warriors. The caste of the Empire is based around honor which is earned in many ways. The Ronin, also known as the citizens of the Empire, earn this honor through ascending their families position in society and earning positions as governors, scribes, and politicians. Others rank up by being renown warriors or mercenaries who fight through honor. Those who reach the rank of Shogoka have solidified their family's place for the years to come until another soldier manages to dethrone their line of kin, allowing more to take their places.

The Raloi as a people hold honor and duty in high regard throughout history, insults to their abilities or family are harshly personal, and tend to challenge those who disgrace their families name. In the galactic community, their culture has already been aligned to being similar to the Turians but with a greater empthesis on honor. This has led to some misconceptions with some individuals of the race when they first came to the Citadel.

Those who have forsaken this honor are known as The Aku, a band of outlaws, traitors, and weaklings who have forsaken their code and have banished themselves from the Empire, they mainly operate as Outlaws in a sealocked territory on their home called Vakora, A cesspool of scum and thugs who thrive in the lawless lands of Vakora, The place is blacklisted from the Ronin's traveling systems and can only be accessed through tour guides who offer passage to the territory, It is considered to be a place closely related to Omega where the degenerates of the Empire may reign free without tainting the homeland.

Religion

The Raloi see death in life not as a ending for their lives, instead they believe that through death, honor is the greatest thing gained from it. A notable Shogoka Magnia Tul'vaka once said that "No evil is honorable: but death is honorable; therefore death is not evil." meaning that death is not a bad thing to look forward to, but a new beginning, Religion in the empire is mostly dominated by those who seek to keep the natural balance in the universe through meditation and preservation, a mixture of Buddism and Taioism. The other is a belief that the sins and blessings that you have spread through life will accumulate into your soul upon death, and you will face trial by combat in the afterlife, those who fail, must be reborn to regain honor, or move on to live in paradise, fighting for eternity, feasting, loving and living life to the fullest as the gods have wanted.

Government

The current government that controls the Raloi is ultimatly ruled by the Emperor, a title only held by the highest esteem member of their species, Unlike most known monarchys, the Emperor is not given to one who is heir to the throne from a ruling family, but is instead decided by the Wu Kao and the Omnia upon the death of a Emperor, This person is one who's obtained a very high rank in the Chinzei (Military) and a grand status among the Ronin, (Civilians).

The Wu Kao is a military adviser to the Emperor and is only to be selected by the Emperor himself. This individual is chosen once they attain the rank of a Shogoka, The highest rank in the Chinzei, Normally, the longest living Shogoka is considered for Wu Kao status until they move down the list to see who will take up the position. Their task is to report to the Emperor of the Chinzei's doings and offer advice when approaching war or military conflicts.

The Omnia is a civilian who has shown much political expertise and a sharp tongue, They are usually only chosen by the Ronin as a representative of the people, They are tasked with offering insight knowledge to the Emperor about their empire's struggles and political approaches.

In acts of criminal activities, the courts are ruled by the scribes and the Omnia while military courts are put in place by only the Wu Kao themselves, Civilian courts tend to be much more lenient and less severe than military courts, however, they are still both considered brutal by galactic standards. Those who steal in the civilian court usually have their fingers tortured, or cut off, In the military however, the entire hand is removed from their wrist to prevent further theft, In cases of criminal activities that span to galaxy wide or country wide doings, The Emperor themself judges the outcome of the sentence, several outcomes include execution, banishment to Vakora among the Aku. However, a raloi is always free to choose to fight in a arena to absolve their crimes, most of those who do however, do not survive.

Military


The Raloi's military consists of generations of warriors who were born for greatness since drawing their first breath. Although the Chinzei allows for recruitment, most soldiers are drafted at a young age in cases of being promising warriors, famous clans, or descendants of legendary heros. Those who serve in the Chinzei have higher regards as oppose to those who are only civilians, or ronins. They are granted rights such as having the ability to marry one who is already being considered by a Ronin and carrying weapons on themselves openly among other things. The ranking in the Chinzei is complex for those who's militarys tend to use a assortment of ranks for managing their military, The Chinzei however relay on the wisdom of older soldiers and knowledge passed down from the generations of other warriors.

The Shogoka - Generals of the empire, They are ruthless, unnerving and proven in the field of combat.

The Daioka - Considered by the Alliance military to be the main embodiment of CO's, They command most ground forces through their lesser ranks.

The Bansko - NCOs of the Chinzei, They take lead over squads and lead standard units into battle, They are only chosen by those who prove their honor in combat and who have faced five Raloi warriors in honorable combat and have survived.

The Samokoa -  Standard warriors of the Chinzei, Anyone can join the Chinzei, But only those who survive their first battles and their first duals will become Samokoa, All others are either killed in combat honorable, or serve as lesser troops, those who fight out of redemption.
